I'll take a shot at a few things here - maybe a little more detailed than Michael's reply!! ;-)

1. It's origins are in report generation, a specific business function.
2. It simplifies file processing as no other language does, it seems - just try opening files in C sometime!
3. It is an efficient coding language - fixed form for all its initial difficulties to learn, is very compact. Free form C-specs keeps much of the compactness of fixed form without needing to know the arcane column positions.
4. It natively uses data types that fit business requirements - currency is not best handled with floating point, e.g.
