You can refer to the parameter with a CHGVAR and include a MONMSG
immediately afterwards, checking for MCH0801 ("Argument associated with
external or internal parameter not passed"), e.g.:

DCL &PARM *CHAR 1

CHGVAR VAR(&PARM) VALUE(&PARM_P)
MONMSG MSGID(MCH0801) EXEC(DO)
