The reason dots are use for some windows and the pretty graphics for others is that the windows with
dots are not quite big enough. There is an in the window that is to close to the window border.

The GUI window borders take up more space in the buffer, if that space is unavailable, then the system
falls back to dots.

I haven't seen _that_ phenomenon exactly, but I _have_ noticed cases in
which a single program, with a single display file, running on a
_physical_ InfoWindow II, will use dots for some window borders, and
InfoWindow II line draw semigraphics for other window borders. I
wouldn't mind knowing the reason for that, myself.
