Subject: Inability to use extfile keyword and /Exec SQL directive

I recently moved to a new shop, and am becoming frustrated with the fact
that some things I have used in the past DO NOT work here.
We are on V5R4. I believe the EXTFILE and EXTMBR keywords became
available at V5R1; yet in this shop a prompt for F spec keywords does not
reveal their presence and any attempt to use EXTFILE results in a compiler
halt with RNF7030 and RNF7503 attributed to the keyword.
Likewise any attempt to use the directive /EXEC SQL results in PDM
returning "Compiler directive not recognized; directive ignored."
No one in this shop seems to have a clue as to why.
Can anyone shed any light on this situation?
