You will need to define 'menu'.

QCMDEXC or QCAPCMD (preferred) can call I-series 'menus'.
You can also use the QUIDSPP API to call a PANEL menu, or QUHDSPH to
display a PANEL help screen.
Or you could use DDS to write a 'traditional' menu and drive it from the
program like any other interactive program.
You could also call a CL program to display a menu.

A lot depends on what you mean by a 'menu'.
