If the file is also defined in your F-Specs you could use the INFDS.

Or you could use the RtvObjD API.

I have used both techniques to determine the location of a file. I am not sure how overrides affect the two.

I do not know of a way using pure SQL to retrieve the library name, but it seems logical that there is one.
