We're old hands at this. We did this for years, until we started
combining databases (company change).
Basically you might have an initial menu
1 - Company A
2 - Company B
...
Menu option calls the same program, but different libraries. This program
populates the library list. Then goes into the regular stuff.

Users who only use one company bypass the menu and INLPGM is the program
from the specific menu option.

Library list may look like:
CompanySpecificData
CompanySpecificPrograms
GlobalData
GlobalPrograms
VendorPTF
VendorObjects
QGPL
QTEMP

You mentioned time crunch and tried and true development technique type of
developers. This ranks right up there.
