To enter a negative number on the screen, the users need to use the Field
Minus key. This is not the same thing as the hyphen. And the Field Minus key
takes the place of Field Exit when entering negative numbers.

Ususally, Field Minus is mapped to the minus sign on the numeric keypad.

If you want to let the users enter a numeric field with a leading minus
sign, then you have to define it as a character field and use %DEC to
convert it to numeric.

Define your screen field as 9Y/2. "Y" seems to work better than "S"t,
in my experience but I can;t tell you why.

Users I've talked to seem to like the left side minus sign of EDTCDE('N')
