Agreed, a MODS (i.e. an implied current element instead of an explicit index) is necessary in case of unqualified (i.e. global) subfields. So to have multiple occurrences (elements) of a datastructure with global subfields the MODS syntax is the natural fit.

But global subfields can also be seen as bad practice. There is no reason to use global subfields if you can use qualified subfields. In my every day work i never use global subfields anymore and always define a ds as qualified. In this respect, i understand why it was done that way. But then i don't understand why qualified datastructures where not introduced back then, instead of just the MODS syntax. It still seems like a bad "half way" implementation. But i bet nobody was *asking* for qualified datastructures back then, only to have support for "multiple occurrences" of a ds.
