You guys are doing SQL functions. I am trying to create an external
procedure. the difference being CREATE PROCEDURE vs CREATE FUNCTION....

not?

Yup. As Charles points out, stored procedures don't have return values. So
if you want your procedure to be called as a stored procedure, you can't
return a value. Were you planning on using the returned value?
