The command interpreter isn't going to expand the variable file name.
Try this instead:

CHGVAR VAR(&FILE) VALUE('\kunip\MMF1010.dn')

CPYFRMIMPF FROMSTMF(&FILE) +
TOFILE(BSMF610/METUPF) MBROPT(*ADD) +
RCDDLM(*ALL) STRDLM('"') FLDDLM(',') +
RPLNULLVAL(*FLDDFT)

Quoting the FROMSTMF parm in your original attempt caused the system
to look for a file named "\kunip\&FILE", which is incorrect.
