IMO, it's just compiler programming logic (haha):

The parentheses() say "This is a key list".

Only one value in the list? No problem. It's a list with one member.

After all, we've been able to define arrays with just one element ever
since I remember, and SQL accepts ....WHERE FIELD IN ( "One" )....

If there are NO parentheses, then the compiler says, NOT a list! Just
one solitary guy here. So is the file sequential or keyed? Keyed? Okay,
get the record by the first key field then. Sequential? Okay, get the
record by the number. (Not a number! Bad programmer!)

If there ARE parentheses, it's a (key) list. But if the file is not
specified as keyed, then Bad Programmer! Not allowed!

Maybe not a bug, just a matter of "Why didn't anybody think of that?"
Maybe.

Again, I think this is a compiler bug. If it is able to figure that out
with Key access file, it should be able to figure that out with seq
access file.
