Yes, it's normal and expected behavior. It's working exactly exactly the way it's supposed to work, and IMHO, the way it SHOULD work.

If you want to solve the problem, unload the service program from memory (by reclaiming the activation group it's loaded into) and then it'll search the library list again.

Though, I personally would recommend a different approach: Don't use duplicate names. In my environment, it's a policy that no two service programs on the system can EVER have the same procedure name exported. That way, when you call a procedure, the service program it'll use is unambiguous.
