A possible scenario is that a small company has the box sitting in a closet and it just runs. Then, a regulatory change forces a code change. Having no programmers, they hire a contractor. I believe V3R1 was released in 1994, and it's not unbelievable that an AS/400 would just... run for that amount of time.
