IIRC, you can just add a library qualifier to the command, and the system will assume it's a native command. For example:

C EVAL COMMAND = 'SBMJOB CMD'
C + '('
C + '*LIBL/ADLST1'
C + ' XXAPDL(' + XXAPDL +
