The CEEUTCO API will give you the current UTC offset, which is much much nicer than working with the system value. Search the web, you'll find examples.

Don't forget that the 'fc' (feedback code) parameter is NOT optional -- I always forget that -- it's omissible, which means you can pass *OMIT as a parameter to it, but you MUST pass something, or "unpredictable results (including successful ones) can occur"
