We've tried to use the APIs before, and from a technical point of view,
they're trivial to use. Simple web-service call that returns not only a
good/bad indicator, but the "corrected" address too. While you could
call them directly from RPG (open socket, construct data, send data,
interpret response, etc.) you'd be crazy to do so. Call them from a java
class and have RPG access the java class.

However, there is a (big) problem with them. The USPS has some draconian
rules about their use, so bad in fact, that they were useless to us.

1) You can't use them to clean existing data
2) You can only use them at data entry time from the web
3) You must promise/swear/ensure/pledge/etc. that the cleaned data will
ONLY EVER be used to send/receive stuff through the USPS.
4) They want to see/touch/play with the application

For use these rules were too silly to honor so we didn't use the APIs.
