The DS layout sent is format OSPF0100. I was hoping I could combine
the two because OSPL0200 does not give me User and Outq. Which I
need.

You can't combine them. You need to use one or the other -- either OSPF0100 or OSPF0200. However, there's nothing that says that you have to always use the same one -- in other words: Your program can pass OSPF0100 when it needs to filter by user or outq, and it can pass OSPF0200 when it needs to filter by date or file.

But, you can't filter by both date & user at the same time (via the API).

Of course, you could accomplish the same thing by putting some IF statements in your RPG code. I.e. you could filter on userid, and then just have an IF statement in your SFL load look that skips entries for a given date range. So your program is doing the work rather than the API... but you only need to do that if you need to subset by both conditions at the same time.
