It is a matter of activation groups.

Is the CLP a CLLE programme (ILE) or a CL programme (OPM)? How have you
defined the OVRDBF OVRSCOPE: *JOB, *ACTGRP?

OPM CL porgrammes run in the default activation group. So ACTGRP(*NEW) will
not affect that call and OVRDBF should be on *JOB level in that case,
influencing any previous OVRDBF on the same PF/PRTF.
ILE CL programmes will start in the *NEW activation group (if compiled so),
and the OVRDBF can use *ACTGRP to be activive in ACTGRP(*NEW), until the
ILE CL programme ends (if compiled with ACTGRP(*NEW)).
