You should probably test it first, to make sure you have a valid time:

Test(TE) *HMS D3ATIM;
If %Error;
D3Msg = 'Invalid Time';
ValidTime = *Off;
Else;
MyTime = %Time(D3ATIM:*HMS)
EndIf;

Replace the format with the appropriate one.
