There is no such time as 24:00:00, 24:00:00 only exists as *HIVAL for
time-fields if I'm not mistaken. This is purely a matter of convention.

During my time in the Army there was no such time as
24:00hrs, You had 23:59 and then 00:01 and we were Artillery,
everyone goes by Artillery time. We used to joke that we had
2 mins where we could do what we liked, no-one ever tried of
course :-)

What does the military do? Do they have such a time as
twenty four hundred hours? Is zero hour really midnight?

In the military, 2400 only exists as the end of the day. As
soon as you advance to the minute/second/microsecond past
midnight(depending on the resolution of your time piece), the
time count starts at 1.
