My impression is that you have to install a PTF (on either release) in order to get this API.

Unfortunately, IBM only tells you about one PTF (SI23619) , and they don't seem to have a cover letter for that PTF, so you really can't tell which release of i5/OS the PTF is for.

I find myself wondering if this is really an experimental IBM thing that made it into the information center and APAR database by mistake. I find the whole situation rather confusing.

I wonder if Barbara or Bruce (or any IBMer on this list, really) might be able to tell us why this is in both V5R3 and V5R4's Information Center, but the program doesn't exist, there's no PTF cover letter, there's only one PTF mentioned in the APAR, etc. It's very confusing.
