I see what you're saying, but I wouldn't want to limit it like that. The ideal person to vote on RPG enhancements would be someone who is able to assess the usefulness of the proposed features, both for their current work and for their imagined future work. I don't think there's much correlation between having enough commitment to submit a DCR vs having the ability to assess RPG enhancements.

Having an enhancement survey is a way to let the watercooler folks be heard.
