I suggest that you contact your partner and clarify the _meaning_ of "data dictionary". Be aware that the term can have a very specific meaning on AS/400s and that that meaning might be very different from more general ones.

IIRC, the old System/36s had a lot to do with how/why "data dictionaries" became what they are under OS/400. If your partner isn't directly familiar with what that means, then there's a big chance that you might be going in the wrong direction.
