I think the problem is the double quotes.  I may be wrong, but I'm pretty
sure that SQL prefers single quotes.  So when you need a literal (the letter
'R'), you need to enclose it in single quotes.  But since you are in a
quoted string, you need DOUBLE single quotes ('') which are different from
double quotes (").  This:

D                                     WHERE SUBSTR(FIL44,43,1)="R" -

Changes to:

D                                     WHERE SUBSTR(FIL44,43,1)=''R'' -
