i got a little problem i'm not able to explain:

i got a program (PGMCONN) which makes a sql "connect to" with a
specified user (not the user the job is running with) to another
database. 
another program makes a call to PGMCONN and PGMCONN connects
successfully to that database. no problem here.

if i put the call to PGMCONN in a service program and make a call to the
procedure it fails with the message:

SQL7022 - The user <xyz> is not the current user.

but why?

we are at sec lvl 40 here. is that the reason?
