The real underlying issue here is that RPG was designed as a 4GL - before the 
term '4GL' was ever coined. It had to learn to be a 3GL. It is the only 
instance of this happening that I know of. SQL and QUEL where the only other 
'4GL' languages I know of that reach back to the 60's and early 70's, and they 
have never tried to be 3GLs. (SQL was what, project 'R' (?) at IBM and turned 
into DB/2, and QUEL was from university Ingress.)
