We use both Websmart and ProGen Plus (the ILE version) at our shop.  I 
haven't done any work with Websmart, but the people who do like it a
lot. 
I've also been impressed by ProGen.  For simple programs it is really
fast 
and easy.  It can be frustrating if you want to try to do advanced
things 
with it, but BCD's support is really quite helpful.
