Would changing the output priority on the printer files (or in an override) work?

If you change the Splf1 printer files to an OUTPTY with a lower value than Splf2 (example OUTPTY for Splf1 = 4 and OUTPTY for Splf2 = 5 (the default value)), printer will print all the Splf1 spool files first, then print the Splf2 printer files.

Only potential gotcha is that if the job produces more Splf1 spool files while printer is printing Splf2 printer files, the new Splf1 will jump to the top of the output queue.
