I'm not clear on which field should turn out to be "on top" in your
example.

                   if ExcludeSys;
                      ExcludeSys = *OFF;
                   else;
                      ExcludeSys = *ON;
                   endif;

Incidentally, this can be done in one line:

ExcludeSys = (NOT ExcludeSys);
