I have a physical file created from a DDS that explicitly defines the CCSID
as 65535. The System I has V5R1M0 and the system values for QCHRID are 697
for the character ID, and 37 for the code page; QCCSID is 65535, and QCHRCTL
is *DEVD.

When I display the CCSID for the file using DSPFD the OS command reflects
the correct CCSID namely 65535.

if I use WRKLNK to display the CCSID using the command:

WRKLNK  '/QSYS.LIB/MYLIB.LIB/*'

And display the CCSID using an option 8, that CCSID displays 37.

Why are these two values different? 

I need to programmatically retrieve the CCSID from the physical file, (the
65535) and I thought that I could simply use the C prototype stat, passing
it the qualified name of the file 'QSYS.LIB/MYLIB.LIB/MYFILE.FILE'.  It
appears that I can not get the CCCSID using this technique. What API can be
used to retrieve the CCSID?
