*INLR will clear all memory addressed by the called program.  If you
don't reinitialize the fields after closing without setting LR on the
program will not initialize the variables for you.  If I use a program
in this fashion I leave nothing to chance & clear the variables at the
start of the called prorgram.

It works "as designed." 

I have seen this happen lately in our shop and I do not know exactly
why.

Perhaps closing the window programme with *INLR =*ON will solve this. I
assume the confirmation window is not opening that many files.
