Error structure has no value in it - or rather no errors are being produced.
Though I wouldn't expect anything.  The QMHLJOBL API fills the user space,
and all I am doing with the following...

     c                   CallP     GetUsSpc(UsrSpc:Offset:Size:
     c                                       dJLMsg:dError)

... is reading an area of memory in the user space.  So my problem seems to
be that either my offset is incorrect or the data structure receiving the
data is incorrect. dError wouldn't tell me if I was receiving the user space
data into an incorrect field/structure.
