If they are contiguous, say 21-40:
   
   if %lookup (*on : *in : 21 : 20) = 0;
     // they are all off
   endif;

   if %lookup (*off : *in : 21 : 20) = 0;
     // they are all on
   endif;

or
   n = %lookup (*off : *in : 21 : 20);
   if n <> 0;
      first one that is off is *in(n)
   else;
      they are all on
   endif;
