If you're trying to get the current millisecond count, you can use the
following:

        Msec = %subdt( %timestamp() : *mseconds);

%timestamp gives you the current timestamp value.  I define msec as a
10U0
field (that's 4-byte binary integer) but 6S0 should work as well.
