Why not define a separate format for the window itself, and include the footer in the window format?

Then you can do the write of the window, followed by the exfmt of the control.

C                   write     WINDOW1
C                   exfmt     CONTROL1

    Write Ctl;
    Write footer;
    Read ctl;

Since EXFMT includes a write to the screen, the way you're doing it will write the control record twice, won't it?
