I am building a new system at my work and am looking at the possibility
of externalizing the SQL using SQL CLI but that raises issues. 

Specifically, it means that I am going to have to PREPARE the statement
each time it is opened. This is not a problem if you are opening a
single table but does if you are getting more than one table as the
system has to build some form of access plan so what is going to end up
happening is the system will go through, create an access plan, optimize
it, use it  and then throw it away. A lot of overhead there. 

What I would like to do is to be able to create a package and keep it
and associate it with the next time this statement is run. 

Is there a way to do this with SQL CLI? I have look around and I don't
see anyway to do it so I doubt my idea is practical.

There is an API to create a package but don't see anyway to associate
with a given SQL call.
