I have a ILE RPG Program (B) that is reading XML files and putting
the  >> data into Database. This Program (B) is called from another
program (A) >> that controls every 10 seconds a folder and if founds XML
files, calls  >> the program (B) with the file name as a parameter. The

Whew, that is a lot of code. Have you taken a look at Scott Klement's
port of EXPAT XML parser available through his web site?

I have written a service program wrapper that reduces the code down to
almost nothing but my boss doesn't want me to send out but even if you
use the example Scott provides to directly program to the EXPAT, there
is almost nothing in the code and it is rock solid C code underneath
used all over the place. 

You might look at his XLATEICONV example he provides.  

I guess I need to talk to my boss about writing an article for Iseries
Network to get my service program wrapper out. 

Probably not what you want to hear given all the work you put into
trying to get IBM's to work.
