If I'm loading a page at a time
SFLSIZE = SFLPAGE = 15

No, the best method is by utilizing a work file.
I must admit, my first thought was to use the zip code as an index.
For example zip code 10001 (Manhattan NY) could update the 10001'th
occurrence, but I believe the limit on an array is 32,767 occurrences.
