DSPLY  2006-03-31
DSPLY  2006-03-28

Shouldn't it be 2006-03-31 both the times.

I think this is actually working as designed. In the first case you added two months' worth of time to the 31st of January which results in the 31st of March. In the second case you added one month's worth of time to the 1st of January which results in the 28th of February. You then added another month's worth of time to that date, which results in the 28th of March.
