I don't know why the restriction exists, but you're right that you can't
code an expression for the array parameter.

This doesn't compile either:

D arr2            s              5a   dim(5)    
D val             s             10a

        if %lookup(val : arr1 + arr2) > 0;      
        endif;                                  
        return;
