So I shouldn't have expected TGTRLS to affect which version of the
preprocessor is used?  That doesn't make much sense to me.

It all comes down to how I can compile the program on a V5R2 machine but
can't on a V5R3 machine using TGTRLS(*PRV).

Don, you're talking about two different things.  The compiler was the same,
but the SQL preprocessor on V5R3 changed, so that is what your problem was.
Two different companies make the SQL preprocessor
(IBM US) and the RPG Compiler (IBM Canada).
