Because not all of the V5R1 machines would have the hypothetical V5R3 PTF installed? I can see me trying to prepare our next release. I'd probably have to spend an hour a day EVERY day reading PTF cover letters to see if any of the PTFs affect V5R1-compatibility. And then the nightmare of trying to convince all the V5R1 customers to actually install the proper cume, groups and individual PTFs involved. TGTRLS(V5R1) being literally source compatible with every V5R1 machine is bad enough. Making every V5R1 machine be at a potentially different level of V5R1 compatibility would drive me to cut off my own head with a rusty can lid. Not that anybody'd complain...
