I truly believe that RPG is expecting a date parameter to come in 
character formatted and not as the internal representation of a date, or 
how a *CMD object formats it.

For example
CALL PGM(PALMER) PARM('2005-12-31')
to this code
results in this
     D PALMER          PR                  EXTPGM('PALMER')
     D  InDate                             like(WorkDate)
     D PALMER          PI                        *ENTRY PLIST
     D  InDate                             like(WorkDate)
