Using QHST.  Pretty ugly.  Have to DSPLOG to spool file and copy it to
physical file to determine the end status.

The good new is that the procedure that check the job completion status
is an exist procedure in a different service program.  All I did is add
an additional procedure to get completion status from QHST when job not
found.


I'll try to look into spawn api later on.  The problem about api is that
is hard to persuade programmer to use it.

If the job does not exist on the system and there are no entries in the
history log, one can safely assume the job was ended before it became
active.

The goal is to create a generic procedure that will work for any program
that need this.  Assuming the job ended abnormally might not be a good
thing in this case.
