Avoiding the logic cycle is a holy war.  Personally it's a business 
decision and/or a personal preference.

Technically any program without an H spec saying NOMAIN is using the 
cycle.  Some people's definition is a bit more restrictive.  They claim 
that a cycle program is one that uses a primary file.
For Report Program Generation using a primary file can be efficient in two 
ways:  Efficient coding and efficient processing.  Self blocking, etc...

However, for someone who hasn't seen a primary file in years (or ever) and 
to get a program with a primary file in it they'll spend an inordinate 
amount of time trying to find a CHAIN, SETLL, READ or something.  Of which 
there may be none.  I once sent code to Jon Paris and had this issue.

Many of the people who argue against it would probably like it if it just 
came out.  Like /free, wizards in WDSC, etc.  In fact, that's about the 
best comparison - a wizard.
