This is a long shot, but... you could try using printf() or write() to write to stdout instead of QtmhWrStout(). Maybe that would make a difference? It seems unlikely, but maybe it's worth a try.

What happens if you run your program from QShell instead of running it from a browser? Does the output come across as all EBCDIC?

web.  The RPG program has been working for a few years with no problems.
WE now converted the web server from the original server to the apache
server.  Now, when writing to this api, it appears that the data is
partially encoded in ASCII and partly in EPCDIC.  It is really weird.
