file is positioned to the end of the file. " 
 
Interestingly, there is an example, too.

 
 *  This example shows the use of *HIVAL.  The SETGT operation
 *  positions the file after the last record of a file in ascending
 *  order. The READP operation reads the last record (key value 91).

Let me re-phrase my question. When you use SETGT, and supply a key that is
the highest key value in a file, is the file repositioned to EOF, or is the
file not repositioned at all?
