i always just cheat...

use relative positioning, compile, run pull up the spooled report & fiddle with 
the actual endpositions ...

I have just create a *SRC file called QRPTSRC. Then  I can  copy a spool
file of the report to it, or start from scratch.  Usually I lay out a
ruler as well.  

Have also seen EXcel used for report layout either one works.  Haven't
started with Designer yet.
