You want it converted to a field with 13 digits, 4 of which are decimals, which leaves 9 digits for the integer part. '0001023000000' will convert to 1,023,000,000.0000; that won't fit. You probably want:
dmrlenrcqt = %dec(Rec_Entered_Recieved_Quantity:13:0) / 10000;
(or * .0001).
